No PhoneI’m intrigued about the stories that the state is prepared to give a $13 million, no bid contract, to a company that has “no Web site, and no listed phone number or e-mail address and one that has personal residences listed for its company addresses in Alabama and in Virginia.” The pending contract amendment with Paragon Source represents a $6.9 million increase on top of a $5.9 million contract awarded to the company last year.

    This is beyond weird. It seems like if you were in the running for a contract this big, you could at least spare a few thousand bucks to get a website and phone number up and running. Anyone know how this came about?

    So this is a contract extension, not the state giving away a $13M contract as the post implicated.

    Why does the contract review committee care so much now after they approved this same contract in the first place? This is an extension of a contract the committee approved.

    It looks like selective outrage from democrats to try to get some cover on ethics reform.

    Not sure which post you are talking about because this post only has two sentences, and the second one says plain as day, “The pending contract amendment with Paragon Source represents a $6.9 million increase on top of a $5.9 million contract awarded to the company last year.”

    Exactly. The two sentences don’t make sense together. The state already gave the contract, so how can it be “prepared to give” a contract. “Prepared to extend” would make more sense to me. Semantics, I know. Smiley face.

    If I comment that Billy is prepared to commit to giving you 10 apples, that is true whether or not Billy had already previously committed to giving you 5 apples, though it’s nice to note that he had already committed to give you 5.

    An amended contract is still one contract, and in this case that one contract (not yet given) is a contract worth nearly $13 million. The post is clear that there is already a commitment for about half the money.

    By the way, as I understand it, it’s not an extended contract as much as it is an amended contract because as I understand it the nature of the work is a bit different from what was originally specified.

    Thanks, Jeff, for clearing up the phone bit. It makes a lot more sense that a company looking for public contracts worth millions would want potential clients to have to learn how to use Google Advanced Search before they could call.

    Fair enough, my friend. Just so you know, I’m not particularly fond of many kinds of state contracts, this one included. I just think the timing of the outrage is interesting. Dems need cover on ethics and this is a good way to get it.

    No bid contracts may be awarded to individuals with highly specialized knowledge or specialized experience. The big problem I have is that the contract relates to expertise in computers. Why would a group with an expertise in computers not have a web presence?

    The finance department is completely self funded. It receives no appropriations. There is no tax money being spent on this contract.

    #31 – if this had occurred while Don Siegelman was Gov the folks at Paragon would’ve been shaken down for a contribution to the lottery foundation. No one has produced any info to show there was a political deal here. And #33, the Finance Dept is not self-funded. It is a General Fund agency.

    #33 & #34 – you’re both wrong and you’re both partially right. The finance dept is not completely self funded nor is it all just General Fund money and just about all agencies receive an appropriation. An appropriation is just the Legislative approval to spend money, regardless of source.
