					<description>Does this mean that Patrick Cooper actually has 36% and Langford stands at 22%, or does Kincaid have 20%?  Langford had been touting a poll since earlier this year saying that he had 45% of voters locked up.  I would like to remind readers of Langford's statements during the 1979 Birmingham Mayoral race as reported in the Birmingham Weekly &#62;.  I will make the predicition now.  If Cooper makes the run-off, he will be Birmingham's next Mayor.</description>
